A number of these states require the insurance company of the driver to pay for the medical expenses of the pedestrian up to the limit of the PIP, even though the pedestrian may have caused the accident. However, the payment scheme does have some exceptions. For instance, pedestrians who have no insurance may receive payments from the Unsatisfied Claim and Judgment Fund, a special fund mandated by some states.
